Marriage laws for female teachers in milwaukee 1917?

i’m writing a research paper and i need to know the Marriage laws for female teachers in milwaukee 1917, i know there were not allowed to be married before, but at that particular time were they? pls help!

- My wife’s mother died recently, in her home in Nevada. She left a small estate, saying in her will to divide among her 3 children. For 20 yrs. she had shared her life with a man the family regards as father, though no ones blood relative. Now that he is not in the will, he, and one of her sons who shared their home will lose that home. I am sure that was not her intent, but an oversight, failing to think through the possible difficulties after she passed. The home is in her name, but they both shared every bit of their incomes to maintain their life together, and I believe dad should be entitled to an equal share. It was hoped that he and the son could stay until they were able to move on, and the home would be there as an asset waiting to be dissolved later. One of the heirs has made that impossible, challenging everything, and not caring wo is hurt. Can anyone tell me if dad has any protections or recourse?
